Of course you may still submit your blog to Google even if you do not have a sitemap, although you will be missing out on getting a detailed statistics report. You should be aware however that Google wont actually accept your blog directly, and you will instead have to submit it to any one of the many blog directories on the Internet, where Google will be able to find it easily.
